The Council of Europe has slammed France's attitude to human rights. According to the Council's Human Rights Commissioner Thomas Hammerberg, France's detention policies risk undermining Europe's standing on human rights, with prisoners facing overcrowding, a lack of privacy, dilapidated facilities and substandard hygiene. Attacking the policy of imposing harsher penalties on youth as a way of combating crime, he instead emphasised prevention, rehabilitation and social integration.
