The French President likes to think big. His vision for Greater Paris (Le Pari du Grand Paris) aims to link the largely 19th century heart of the capital with its vast suburbs, turning this romantic city into a post-Kyoto metropolis to rival NY, London and Shanghai. Seductive talk that could well be an election winner, but what are the chances of vision becoming reality?
